Energy Bills Discount Scheme

What does this involve?

Eligible non-domestic customers, including businesses and organisations such as charities, will receive a per-unit discount on their energy bills during the 12-month period from April 2023 to March 2024 through the Energy Bills Discount Scheme (EBDS).

This scheme replaces the UK Government's Energy Bill Relief Scheme, which supported businesses and organisations from 1 October 2022 to 31 March 2023.

The scheme is made up of 3 parts:

  • the baseline discount - this will provide support for eligible non-domestic customers in Great Britain and Northern Ireland, and will be applied automatically
  • the Energy and Trade Intensive Industries (ETII) discount - this will provide a higher level of support for businesses and organisations in eligible sectors, but you need to register to receive it
  • the Heat Network discount - this will provide a higher level of support to heat networks with domestic end consumers, and also requires registration

The discount will apply to bills from 1 April 2023. Most eligible non-domestic customers who receive the baseline discount should expect to see it in their May bill.

The discount you receive (if any) depends on certain price thresholds, and a maximum discount will apply. You can read more about how the discount is calculated and the relevant price thresholds on the UK Government's website.

Am I eligible?

Yes, if you are on a non-domestic energy supply contract with a licensed energy supplier. Eligible customers can include:

  • businesses
  • voluntary sector organisations, such as charities
  • public sector organisations

You will also need to be one of the following:

  • on an existing fixed price contract that was agreed on or after 1 December 2021
  • about to sign a new fixed price contract
  • on a deemed/out-of-contract or variable tariff
  • on a flexible purchase contract or similar
  • on a variable Day Ahead Index (DAI) tariff (Northern Ireland only)

Similar support will be provided for non-domestic energy customers who receive gas or electricity through public networks from non-licensed providers.

What does this cost?

It is free to receive this support. 

Note that most non-domestic customers will not see additional support on their energy bills from April, and any support is likely to be significantly reduced. It is important that organisations continue to shop around for the best deals as the actual price you pay for your energy will vary between energy suppliers.

How long does this take?

The Energy Bills Discount Scheme will run for 12 months, from 1 April 2023 to 31 March 2024.
