Coronavirus vaccine certification scheme - information for businesses and event organisers

What does this involve?

From 5am on 1 October 2021, people will have to show proof that they have been fully vaccinated (or are otherwise exempt) to get into certain events and late-night premises in Scotland. This is known as the vaccine certification (or COVID passport) scheme.

In settings where vaccine certification is required, businesses, venues and event organisers will need to ensure there is a reasonable and proportionate system to check and restrict entry to only those who can show proper certification (or proof they are exempt).

Businesses and event organisers will need to develop a compliance plan by 18 October 2021. This should describe the system for checking and restricting entry that will operate for your premises and any other measures that are or will be in place to prevent or minimise the risk of COVID-19 being spread.

  • which premises and events are included in the scheme
  • how the scheme can be implemented at various venues and events
  • individuals who are exempt
  • what premises and event organisers need to do

  • how to check customers’ vaccine status
  • support available for businesses
  • businesses which choose to use the scheme voluntarily

Am I eligible?

Anyone can use this guidance. However, the scheme directly applies to:

  • late-night premises with music, which serve alcohol at any time between midnight and 5am and have a designated place for dancing for customers
  • indoor events (unseated) with 500 or more people
  • outdoor events (unseated) with 4,000 or more people
  • any event with more than 10,000 people

Owners and/or operators of certain late-night venues and event organisers in Scotland.

Important information

The scheme will come into effect on Friday 1 October 2021. Customers will have to show proof of their status to enter applicable venues and events from this date.

However, businesses and event organisers will have until Monday 18 October 2021 to develop their compliance plan, so will not face legal enforcement until after this grace period.

This will allow businesses time to test and adapt their own practical arrangements to comply with the scheme.
