Guidance for personal assistants on coronavirus social care workforce payment

Support provided by Scottish Government

What does this involve?

The Scottish Government has published guidance for personal care assistants on the coronavirus (COVID-19) social care workforce £500 payment.

The payment is a one-off pro rata payment from the Scottish Government for lifesavers and caregivers on the frontline during the pandemic. This guidance is for personal assistants who are employed by a supported person who pays for the service either directly or through a payroll organisation.

The guidance covers:

  • eligibility requirements
  • how to apply
  • timescales and definitions
  • additional information and resources

Am I eligible?

Yes, if you:

  • are a personal assistant (PA) for an adult
  • are directly paid by your employer who is (or is acting for) a social care support recipient, and who receives funds to pay personal assistants from the Independent Living Fund Scotland or from a local authority or Health and Social Care Partnership through Option 1 Social Care (Self Directed Support) Act 2013
  • worked over a continuous 4-week period between 17 March 2020 and 30 November 2020 (the qualifying period)

Eligible individuals include those who:

  • work full-time or part-time
  • are on a permanent or temporary contract
  • are on a zero hours or flexible employment contract
  • work as a member of the Shared Lives Scheme, providing services to the supported person (note that separate guidance has been provided for these carers and they will be paid by their Shared Lives Scheme - they should not apply here)

Only those support packages which are already enabled by a local authority in Scotland or by the Independent Living Fund Scotland are eligible for the £500 payment to their staff.

What does this cost?

This is a free service.

Personal assistants who currently receive benefits should contact an independent advisor to find out how the payment might affect their benefits.

Who is this for?

Personal assistants (PAs) in Scotland employed by a supported person, who is within adult social care and who pays for the service either directly or through a payroll organisation.

How long does this take?

It will take around 30 minutes to read this guidance.

Applications are accepted from 30 June 2021.

The deadline to apply is 25 August 2021.

Payments will be made from 12 July 2021 onward.
