What does this involve?
Support is available to help key suppliers and grant-supported providers to Angus Council maintain the local supply chains during the coronavirus (Covid-19) crisis. This ensures the supply of essential services during and after the pandemic and supports the local economy.
It is also available to providers to the Angus Health & Social Care Partnership.
Any type of support can be requested which can be achieved by varying the contract. For example:
- Reduced planned demand - Fixed contract payments would be based on the actual volume of usage for the week, month or other period prior to 28 February 2020. There are no deductions for fluctuation in demand or use.
- Extraordinary costs - These would compensate suppliers for extraordinary cost increases caused by the emergency which are not reflected in the payment mechanism.

You must submit an application to be considered.
Am I eligible?
Yes, if you are a contracted supplier delivering essential services to Angus Council. These essential services include:
- Adult Care Services
- Children's Services
- Early Learning & Childcare Services
- Criminal Justice Services
- Education Services
- Public and School Transport Services
- Construction and related services
“Contracted suppliers” include all kinds of service providers, whether commercial bodies or not, who are being paid directly by Angus Council. In the context of adult care services, this specifically includes “option 2” care providers (within the meaning of the Social Care (Self-directed Support) (Scotland) Act 2013) where services are being arranged and paid for by the Council on an emergency response basis.
Nationally-managed contracts within those essential service areas (for example, the National Care Homes Contract) are not eligible.

What does this cost?
This is a free service.
Who is this for?
This support is for key suppliers and grant-supported providers of essential services contracted for by Angus Council.
How long does this take?
It takes approximately 20 minutes to fill out the online application form.
The council aims to make a decision within 14 days of receiving the fully completed application.
Important information
The council will review this scheme on a monthly basis and give contractors at least 14 days notice before ending it.
As a contracted supplier, you will be required to enter into a variation of your contract with the council in order to receive funding.
Also note that:
- It is the supplier's responsibility to suggest how to vary an existing contract and/or request interim or advance payment.
- You must first explore if other changes to the contract (for example, rescheduled delivery dates) would work better.
- You cannot combine this support with any other Covid-19 related relief, grant, intervention or other measure if this means you'll receive more than one benefit/relief for the same underlying cash-flow issue.
- You may be asked to show evidence that any monies paid out have been used as intended.
- You must promptly pay your staff and supply chain under the contract.
- You cannot claim where there is no contractual volume commitment to deliver, or for profit on undelivered elements of the contract.
- Monies paid can be recovered by public bodies in specified circumstances.
